Cut the pepper in half and clean out seeds. One half will be your pepper-shaped bowl. Cut the other half into skinny slices. Cut the carrot and celery into skinny slices, about 4 inches long. Put a little salad dressing in the bottom of the pepper bowl, and add your cut vegetables to the bowl.
